When you want to reply to a topic you scroll down to the bottom of the page.

There are two ways of replying to a topic:



Add Reply brings up this box:

And Fast Reply: 

 

The only difference is that fast reply is obviously faster and you have less options with regards to changing colour, size, font and adding extras.

You can change the font, text, size within add reply or add links. smilies and images in both. More information can be found here and you can quote another poster in your reply, (see here).
